In Albany, Clinton Praises New York And On-Bill Financing

Former President Bill Clinton praised the on-time, no-new-taxes state budget in New York that was crafted by a former member of his cabinet, Gov. Andrew Cuomo.
“The confidence people have in NY outside of this state has exploded just because the government did its job,” Clinton said. “You closed the deficit and you didn’t raise taxes. It’s an amazing, amazing thing for you.”
Clinton’s main theme in address was to sacrifice a little in the present in order to make the future better.
“What you’re doing is the right thing,” he said. “But my big message to you is we need more emphasis on the future if give up a little in the present. we have to think of ways to be highly competitive in an increasingly competitive world.”
But perhaps the most significant point of the speech was when Clinton specifically touted the on-bill financing aspect of the Article X power-plant siting bill, which provides payment and financing options for weatherization projects.
“This on-bill financing is a very big deal that I think every region should maximize,” he said, adding the provision hasn’t gotten the publicity it deserves.
The on-bill financing provision, which is meant to growth in the green jobs sector, was a major goal of the Working Families Party, the union-backed third party in New York.
Cuomo nearly did not accept the backing of the WFP in 2010. At the time, the party’s for-profit arm was under investigation for its roll in the 2009 New York City elections. Meanwhile, Cuomo was also pushing for a fiscally conservative agenda that was at odds with the party’s platform.
Cuomo and the party later came to an accord and he ran on their line.
The former president was in Albany to give the keynote address at the economic development conference. Earlier in the day, Cuomo announced a $4.4 billion investment from major technology companies in New York, which the governor said would both create and retain 6,900 jobs.
Clinton, who rightly or wrongly has become an almost nostalgic reminder of the relative stability and prosperity in the 90s, said America’s woes began when the country “rested on our laurels.”
“We got too interested in the present and we lost our commitment to the future. No one is blameless in this and no one single force is to blame,” he said.
He added, “All of our growth was concentrated in housing, finance and consumer spending. When you think about it, all of them are increasingly self-limiting and they all require taking on more debt.”

Clinton said watching Perry’s formal announcement this week “tickled” him, adding:
“He’s a good looking rascal, and he’s strong.”
“He said, you know, ‘I’m going to Washington to make sure the federal government stays as far away from you as possible, while I ride on Air Force One and Marine One and go to Camp David and travel around the world and have a great time.’”
“I mean, this is crazy.”
Cuomo Loses Speechwriter

Traci E. Carpenter is leaving her post as a senior speechwriter for Gov. Andrew Cuomo after spending less than six months on the job.
The PR firm MMW Group announced this morning that Carpenter has joined the agency as director of Speechwriting and Content.
In this position, according to the press release, she will oversee the development of speeches, op-eds, blogs, and other content for MWW Group’s corporate and consumer clients, both online and through traditional media channels.
“Every successful marketing campaign or communications strategy hinges on the power of language to effectively connect big ideas with diverse audiences,” said MMW Group President and CEO Michael Kempner.
“Traci’s unique combination of political speechwriting and nonprofit marketing experience has enabled her to adapt to different voices and styles, meet impossible deadlines, and drive the conversation from tweet to speech. We are pleased to welcome Traci to our team, and look forward to sharing her talents with our clients.”
Page Six reported in March that Carpenter, who had worked for four years for former President Clinton after he left the White House, would be joining Cuomo’s team. Cuomo, as you’ll recall, served as a member of the Clinton cabinet as HUD secretary.
Carpenter directed Clinton’s speechwriting process and also provided strategic messaging and content development to advance the mission of his foundation’s initiatives – including the Clinton Global Initiative.
Carpenter began her political career with former Michigan Gov. Jennifer Granholm and later served as a chief writer on Granholm’s 2006 re-election campaign.
De Blasio Lands Clintonite (Updated)

NYC Public Advocate Bill de Blasio is poised to announce that Harold Ickes, a veteran Democratic operative and former top aide to President Clinton, has agreed to serve on the board of his office’s nonprofit arm, the Fund for Public Advocacy.
Other new board members include PR maven Ken Sunshine and philantrhopist Mahsa Pelosky.
The fund was established in 2002 by then-incumbent Betsy Gotbaum to “reinforce and support” the public advocate’s office at a time of budget cuts. Gotbaum still serves as president of the funds Board of Directors.
De Blasio has been trying to reinvigorate the fund since he took office, hiring Reshma Saujani (the financial manager attorney who ran a failed 2010 primary challenge against Rep. Carolyn Maloney) back in January.
Ickes, who chaired Clinton’s presidential campaign in New York in 1992 and served as his deputy chief of staff, has been a member of the Clinton circle for many years.
His decision to sign on to a fund connected to de Blasio is notable following the scandal that appears to have bumped presumed 2013 NYC mayoral race frontrunner, Rep. Anthony Weiner, from contention. Weiner was believed to have the inside edge with the Clintons, with whom he has a close relationship – in part due to his wife’s career as Hillary Clinton’s top aide.
Of course, that’s all changed now.
UPDATE: A reader notes that Ickes and de Blasio have a relationship that dates back to the days when they both former for former NYC Mayor David Dinkins….so that dramatically reduces the whole Clinton connection thing.

Former President Bill Clinton is again auctioning himself off to help a “special special woman in my life” – US Secretary of State Hillary Clinton – retire her 2009 campaign debt.
“As you may know, Hillary’s campaign is close to paying off the last of her debt, but she still needs our help,” Bill Clinton wrote in an email.
“Will you consider making a contribution to her campaign? If you enter by Tuesday, June 14, 2011, you and a friend will have the chance to fly to New York to spend a day with me…Your support is invaluable to Hillary and to me.”
“Hillary would not be where she is today without friends like you and without your support and dedication. Thank you for being a friend of Hillary’s throughout the years. I look forward to the chance to meet you!”
This isn’t the first time the former US senator/presidential contender’s husband stepped in to assist her raise cash (which she is barred from doing herself due to her position in the Obama cabinet). He did the “spend the day in NYC with me” thing earlier this year, too.
According to the April quarterly report filed with the FEC, Hillary Clinton for President still owes Penn Schoen & Berland Associates $329,010.

Here’s the robocall recorded for Democratic NY-26 candidate Kathy Hochul by former President Clinton as the party pulls out all the stops headed into the home strech of tomorrow’s special election:
“Hi this is Bill Clinton. I’m calling to ask you to support Kathy Hochul for Congress in the Special Election tomorrow, May 24th, because she’ll protect Medicare and create jobs for hardworking Western New York families.”

New Yorkers United for Marriage just announced that former first daughter, Chelsea Clinton, will join 50 volunteers at 1199 SEIU Headquarters in NYC tonight to kick off the coalition’s first week of phone-banking in favor of same-sex marriage.
Tonight kicks off what will be biweekly sessions in an effort to pass marriage legislation by the end of the 2011 legislative session. Campaign volunteers will reach out to thousands of supporters in swing districts, asking them to urge their legislators to vote “yes” when (and if) the marriage bill comes to the floor.
This comes on the heels of a statement this morning from former President Bill Clinton in support of marriage equality in New York.
On Tuesday, Chelsea Clinton headlined a fundraiser for FriendFactor, a new social media organizing tool that is focused on getting same-sex marriage legalized in New York.
“As a New Yorker who not that long ago got married in New York to her best friend…I certainly believe that all of my friends should have the right, as Marc and I did, to marry their best friend,” Clinton said.
“I certainly expect my straight friends to help us achieve that for all New Yorkers, for all Americans, and for the children that, at least, Marc and I hope to have someday.”
Bill Clinton Supports Marriage Equality In NY

Former President Clinton, who said back in 2009 that he had “changed his mind” about his opposition to gay marriage, has issued a statement in support of the effort to pass a bill that would let same-sex couples legally wed in New York.
“Our nation’s permanent mission is to form a ‘more perfect union’ – deepening the meaning of freedom, broadening the reach of opportunity, strengthening the bonds of community,” Clinton said.
“That mission has inspired and empowered us to extend rights to people previously denied them. Every time we have done that, it has strengthened our nation. Now we should do it again, in New York, with marriage equality.”
“For more than a century, our Statue of Liberty has welcomed all kinds of people from all over the world yearning to be free. In the 21st century, I believe New York’s welcome must include marriage equality.”
Clinton’s statement was released by the Human Rights Campaign, which is leading New Yorkers for Marriage Equality – the coordinated campaign spearheaded by Gov. Andrew Cuomo that is lobbying the Senate to pass the gay marriage bill before the legislative session ends in June.
The former president is now a NY (specifically, Westchester County) resident. His wife, as you’ll recall, supports civil unions for same-sex couples, but hasn’t been willing to go all the way to backing marriage – even after her husband got on board with that. President Obama also has yet to endorse same-sex marriage, although he seems to be inching ever closer to doing so.
Bill Clinton’s Excellent Upstate College Tour

A second upstate college has landed a visit from former President Bill Clinton in the coming months.
Clinton will be at UAlbany on March 2 as part of the “World Within Reach” speaker series, which has also featured retired Gen. Colin Powell, former White House political director Karl Rove, former Gov. Howard Dean, and most recently, TV interviewer extraordinaire Barbara Walters.
This fall, Clinton will be paying a visit to my alma mater – University of Rochester – as part of the school’s Meliora Weekend.
The event, which runs Oct. 20 – 23, is the annual alumni reunion, homecoming, and family weekend. It attracts some 6,000 attendees each year for four days of lectures, performances, seminars, and social gatherings.
Previous keynote speakers for the weekend include medical correspondent Dr. Sanjay Gupta, University of Rochester alumnus and U.S. Secretary of Energy Steven Chu, journalist Anderson Cooper, Powell.
Former Senator-turned-US Secretary of State Hillary Clinton was the keynote speaker at Meliora Weekend in 2002.
Another Clinton Lends A Hand

Former President Clinton was the Democrats’ top surrogate this election cycle, stumping and raising money both here in New York and across the country on behalf of endangered congressional candidates.
His efforts were not enough to save House incumbents like Reps. Mike Arcuri, Scott Murphy, Mike McMahon and John Hall, who all lost to their Republican opponents last Tuesday (two more – Dan Maffei and Tim Bishop – are hanging by the proverbial thread).
As it turns out, another member of the Clinton clan was also active on Election Day, and the candidate she helped had better luck at the ballot box.
Chelsea Clinton and her husband, Marc Mezvinsky, volunteered at a polling place last Tuesday to pass out lit for Rep. Anthony Weiner, the Brooklyn/Queens congressman’s campaign spokeswoman, Risa Heller, confirmed.
According to the Queens Tribune, whose Ira Cohen took this shot of the former first daughter, Weiner defeated his GOP opponent, Bob Turner, by “a much smaller than usual margin” of 59-41 percent.
