Given the fiscal state of New York and many other states across the nation, some have floated the idea that the governments should just default on their deficits and declare bankruptcy.

EJ McMahon of the Empire Center for New York State Policy, who is considered a conservative fiscal watchdog, says that is a terrible idea.
